yes, she wants to start, but is scared of what might happen. maybe it's her first relationship and she doesn't want to screw it up. or she has a lot of bad memories or stories about the negatives of being in a relationship... go for it only if you have the patience and understanding to work for her love :)
i understand how she feels cause i'm like her. my bf had a lot of patience and was always there for me when i needed him--we've been together for more than 2 1/2 yrs and i'm a happy girl :)

Don't be too physical or too clingy. Talk with her every so often, then see how compatible you are becoming. Keep communication open and go by verbal and non-verbal cues.
