Turn on a humidifier/vaporizer - that is a good "white noise" to drown out all the too loud people. Another is using a fan or one of those machines that plays ocean waves, rain drops, etc. If all else fails - use ear plugs. Sometimes, you can also play soft, restful music and that will help.

Take a warm bath right before you go to bed. Turn the temperature down in the house (you will sleep better if you are cooler) and snuggle into your bed. Drink a cup of hot cocoa or a glass of warm milk.

If you want white noise, you can actually buy a white-noise generator.
My mom was a classical singer, and sometimes after she would come home from opera practice she would have classical music going around and around in her head. She found that turning on a country music station, very low so she could only hear the bassline, would help her to be able to sleep.
I often just pull the covers up over my ears if I don't want to hear the noise.

Try to dull the noise by shutting the windows and switching on the air-conditioner. Play some soothing music and read a dull book or read over some assignments or projects you have to do.
You will be in dreamland before you know it.

Unplug the phone and turn a fan on to block all other noises. It also gives a very calming effect.

You could also get a self-hypnosis tape. I used to listen to one for losing weight and it always put me to sleep. By focusing on the subliminal message, you block out the other annoying sounds.
