Flash is great to make cartoon movies, and you can put stuff on there. I've also tried Adobe premier and pinnacle and they're alright.

It depends on your budget and what you want to use the movies for. For doing home movies on a pc or even for shooting events, and you want to turn them into a dvd with a simple menu, then pinnacle is pretty good. for making adverts, you'll want something like adobe premier. Mac heads (people who prefer Apple to Windows) like final cut pro, and some professionals use it (with really expensive computers).

Some computers come with a free program, windows has moviemaker and mac has imovie. if everyone you're going to show the film to has windows, than moviemaker is pretty good.

If you mean a course, rather than a computer program, the best affordable one I've been to is at Pima Community College. There are a few good ones at USC, UCLA, NYU, and most countries in europe have at least one good school in their capital.

Windows XP comes with Movie Maker. Usually version 1.1 ships with XP and you can upgrade to version 2 (or higher?) for free. It does the job well. If you want to spend some money, you can get even better apps for upwards of up to $100. For really good apps, you'll have to do several hudred - they are well worth it, but likely only for professionals. I'm a wedding videographer (and then some) and I use Sony Vegas and DVD Architect 4. Good luck!

Do you mean program for editing? I like Final Cut Pro, they have an express version that is less expensive and has the same functions.

iMovie is the best movie making program, you can use clips that you record yourself, and use a whole lot of special effects.
