There are some log maker software available. but if you want high quality logo with intutitve custom design, you need professional image editing software like photoshop, corel etc.
But here is the good news. You can get photoshop quality image editing for free.
get Gimp(http://gimp-win.sourceforge.net/stable.html). It has all the features to pixel based editing, suports layers and all other features.

Try CorelDraw 9. It is the single most often used program for use in buisness management. if you can't find coreldraw, though, try Adobe Photoshop
