If I saw her cleavage first, her attractiveness depends on the quality of the cleavage. Huge sagging breasts... no thanks. Ugly. Turn me off no matter what her face looks like.
I don't ever make it obvious when I look at a girl's chest. I'm not like that so I don't know how to answer that question.
Cute has absolutely nothing to do with breasts or sex. Cuteness is all about how uh... cute or childlike/innocent a girl looks. But if I thought a girl had a cute face I would probably do a general scan of her entire figure to see if I liked the whole physical package.

it's the same as girls looking at a guys chest if he has no-top on, of thier butt if they have tight pants on... really they don't have to be overly attractive to appreciate their good assets.. and if a girl has a low cut top on she is most likely aware that she will draw that sort of attention..
