They are not rare, however I have not seen many in the pets shops here in the US. I used to specialize in Breeding and Exhibiting Lutino's (Green Series) and Albino's (Blue Series) In the exhibitions apart from normal Greens they were usually the biggest classes.
I regularly had season breedings in excess of 100 young red eyes.
When it is all said and done it is worth exactly what someone is willing to pay for it. As for the mean personality, it obviously has never been finger tamed

At Petco the albino parakeets cost $15...so do the green and blue ones.

It may be rare but not as rare as one might think. If he sells it he isn't going to get more than maybe 30 bucks for a parakeet. Especially one with a mean personality.

I wouldn't say it's more valuable, it has just loss of pigment. Is an albino rabbit more valuable than a regular rabbit, I don't think so.

Price value is dependant upon how much money people want to pay for a given thing. It's best to call your local pet shop or bird shop to see if what they would pay for it.

They are very rare, so I think that it is worth a lot, but not more than 100 dollars.
