My cat has a broken rear leg and is scheduled for the op tomorrow. The problem is 6 or 7 weeks ago it tore a tendon in the other leg and up until breaking its leg was still not strong enough in that leg to support itself.

I assume the cat keeps falling off walls or buildings. Will its legs eventually grow strong again?

I certainly think the vet will want his surgery patient to be confined to the house for some time. Is the vet aware of the problem with the other leg? Certainly bring it to his attention.

Sounds like kitty is not realistic about his athletic ability - maybe he should retire from the games and remain indoors for a long time.

If he is having an op to fix a broken leg he will need to be confined for a few weeks to let that heal so by that time the tendon in his other leg should be stronger.
My cat broke his back leg when he was only about 7 months old - we kept him in a cage for about 2 weeks after the op to allow it to heal. This was about 6 years ago and although he is a little bit weaker in that leg it is strong enough not to cause him problems.
I think if you make sure your cats space is restricted after his op and he has plenty of time to rest and heal he will be fine. If you are concerned about this speak to your vet who will be able to give you some helpful tips on looking after a confined cat.

Check with your vet but you may well need to keep the cat in for a while and exercise in a safe environment to recover strength in it's legs.

That's up to the cat and it's self-esteem essentially. However, alot of TLC will work wonders. 'Be good to yourself' as the Sainsburys line goes. :)
