MY BROTHER IS TRYING TO FILL IN A REGIONS OF TEXAS CHART AND WE CANNOT FIGURE OUT WHAT CURTUAL VEGETATION IS. PLEASE HELP.

I don't think 'curtural' is a word - must be a mis-spelling on the map. It would make sense to map 'cultural' vegetation in a place like Texas, since there are all sort of green areas growing in the desert that consist of cultivated plants maintained by irrigation. - But this is just a guess.
