Just stretch that lower back due, like squatting exercises. Lift that lower leg up to as far as you can go and keep on doing it until your leg muscles stretch, not your neck.

Are you seriously asking for advise on how to stretch correctly so you do not strain your neck while you bite your toe nails.. dude.. that is sick, besides my feet reach my face perfectly fine, ha!! There is also a thing called Toe Nail Clippers

I've never actually heard of people biting their toenails, but in retrospect there's probably a reason for that.

use a clipper.
but if you feel compelled to bite them instead, yoga and basic head-to-knee stretching is good. Look up a dancers warmup online.

try to wrap your leg around the back of your neck. if you can hold it there, if you cant, then just hold it as long as you can as far as you can go. that should help. good luck with that.
