'Yarou' means 'rascal' in Japanese.

I don't know about yarou specifically, but bakayarou is roughly translatable in intention to calling someone a bastard. A Baka is a fool, so the term yarou must have some assitation with parentage or ability. Hope that helps.

I'm not sure. I've seen it used mostly in insult, and I'm not even sure it's a noun or just an intensive.

"kono yarô" is generally translated as "you f*g bastard"
"baka yarô" means "what an idiot", or "you darn idiot"
