For most if not all police departments, they hire you first, you graduate and hit the streets. Many other people (example Texas) can got to a college for a Peace Officer Course, and then look for a small department to hire you. In many cities and counties they hire in groups and graduate in groups and then hit the streets (with a field training officer, of course). But this varies from state to state.

There is competition. And if you have a bachelors degree, that puts you ahead of those who don't (except for prior military). If you're going to get a degree with an eye towards working in law enforcement, go for something like accounting, or law. The FBI hires more people with accounting degrees than anything else. They need them for forensic accounting to catch criminals who launder money.

Police officers are required to undergo the BLET training program. The best way to ensure yourself of a job upon completion is to go into BLET with a sponsor.. It saves you money and it's a light sense of job security.

Most police officers are already hired prior to going to the police academy.
In the academy I went to, every single person who granduates, always has one or two officers prior to graduation.
