yes, budgies can be very good talkers! Go to "youtube" and look up budgies or parakeets talking, there are lots of fun videos of some excellent talkers.
However...if you have 2 it will be much harder. Generally it will be the male that will be the talker, but when you have more than 1 budgie they tend to bond to eachother and it is much harder to get them to talk. If they are bonded to you they may eventually imitate you and talk. If they are tame and partially bonded to you, it may be possible to get them to talk...though not all budgies are going to talk, regardless of if they can or not.
As for breeding, I would strongly recommend against it unless you are very knowledgeable about it and know what you are doing. It is nothing to take lightly, it can be very dangerous to the female and lots of things can go wrong, especially if you do not know what you are doing. It requires good health and a lot of energy for birds to produce eggs and maintain a nest, and a lot can go wrong. I'd suggest reading A LOT on the subject...books...websites, everything you can before even thinking about it.

OK,
You can't teach them to talk when they are with another bird because they will communicate with each other instead of you. Also about laying eggs, you have to put a nest box in or they will not have babies. I reccomend this site:

Well to get them to talk they have to be very comfortable. Not only in there settings but with the people that are there owners. Then they have to want to talk, some of them don't so they refuse to even try. They are smarter than what you think.
Breeding is completely different, cause they have to have feelings for each other then its got to be warm where they are and like I said they have to be comfortable. Remember budgie's are desert birds by nature.

you cant get them to talk but they can whistle, just keep repeating the same whistle to them until they start doing it
and they wont lay eggs just because they are male and female they need to know and like each other, i had a male and a female but they didnt lay eggs, and is there a nest box in the cage

Yes. When this question was asked before, someone said only the males talk. So I went out to my budgie aviary and listened and watched and he's right. I have about 8 that talk. You really have to listen to understand what they're saying. It helps if you know what you taught them.
I repeat the same phrases over and over to them every day.

Budgies are harder to train than cockatiels and parrots, but yes, they can be taught to talk. Males are better talkers than females, generally.
You need to study books on bird breeding before you try to get them to mate.

YES BUDGIES CAN BE TAUGHT TO SPEAK, BUT IT IS HARD TO UNDERSTAND THE SPEAKING. BUDGIES ARE ONE OF THE LEADING BIRDS IN TALKING, BUT AS NEAT AS IT SOUNDS TO HAVE A TALKING BIRD, YOU NEED TO DECIDE IF YOU WANT TO SPEND THE ENERGY TO TRAIN THE BIRD.
ALSO IF YOU BREED THEM, THIS COULD LEAD TO NONE SPEAKING BIRDS. THEY WILL NEED A NEST BOX AND SPECIAL FOOD FOR THE FEMALE TO BREED. ASK YOUR LOCAL PET STORE. ANOTHER THING TO CONSIDER IS WHAT YOU PLAN TO DO WITH ALL THE BABIES. AS THEY GO FOR $20 OR LESS AND YOU JUST DON'T WANT TO SELL THEM TO WHOMEVER.

Well if you have two they wont talk but I'm not sure why now to get them to mate let them take their process but make sure they're at least a year old then install a nesting box good luck.

it is possible to get them to speak, but difficult. with to of them living together its easier to teach them to whistle.
