Sometimes I notice a garlic clove with a brown spot on it. What is the cause? I usually cut them out prior to ingesting.

The brown spots you are refering to are a sign that your garlic is going bad.Choose loose garlic if you can find it. It's easier to check the quality of what you're getting than with those hiding behind cellophane. Its appearance can clue you in to its freshness; paper-white skins are your best bet. Then pick up the garlic; choose a head that is firm to the touch with no visible damp or brown spots.

The brown spots are small areas of the garlic where decomposition begins, its a good idea to cut them out

Cercospora Leaf Blight (Cercospora duddiae): The symptoms of this disease also appear on leaves. Small irregular dark brown spots scattered on lamina are seen in the plant affected by this disease. These spots gradually coalesce and foliage becomes blighted. Spraying of 0.2% solution of Ziram or Captan or 0.3% solution of Copper oxichloride at fortnightly intervals should be done to control this disease.

they are mold that is harmless but its a good thing you don't eat them becuase they could have been poison and you would have never known

good idea...that shows its starting to go bad. Keep them in your refigerator and they will last longer
