It probably has mites. Don't use store bought mite spray... or dog spray for that matter. Go to an avian vet (not a dog or cat vet, but a specified AVIAN vet) and they will give you some specialized treatments. Most dog/cat vets know diddly about birds, so I wouldn't trust them very much.
Here is a site to find certified avian vets.
http://aav.org/vet-lookup/
If there is not a certified one in your area, try a university, or uncertified avian vet...just make sure they know at least something about birds.
good luck.

Birds do not get fleas. They get mites and lice, but not fleas. Mites and lice are pretty rare in pet birds, especially in pet birds kept indoors. I really would take them to the vet because birds are VERY sensitive and you want to be sure the bird is correctly diagnosed and treated safely with the proper medication.
Please don't listen to the other posts that say to use dog products on your birds - birds are not dogs and have completely different physiology than mammals. Dog products would kill a bird! Also, NEVER bathe your bird in detergent of any kind.

Buy some avian flea and mite spray. Spray it heavily on a paper towel and massage him in it. Put him in a separate area with the sprayed towel while you take the cage and spray it with the hottest water you can. Dry it in the sun or with a hair dryer. Then spray it with the flea spray and put all new bedding in it. Soak all the toys in hot soapy water and dry and spray them. Dispose of all food in the cage. Check the other food not in the cage to be sure the mites and fleas didn't come from there.
Good luck.
Then hang a mite tin on the side of the cage and put him back.

To avoid flees on birds you are supposed to have in the cage, hollow canes. That's where the birds rests or stands so that the flees find their way into the cane holes on each end. Then once a week you clean the cane by hitting each end on a piece of paper, you will see very tiny white or red mites coming out. When you are done, throw the paper away in the garbage. You'll will never get rid of bird mites, its part of them.

Dawn Dish Liquids (blue kind only) if you look on the bottle, on the front it almost always says saving wild life for over, so many years. thats what we used to get the fleas off our dog. and you might want to do it twice this week, and make sure you clean the cage or else they will be back on her. Good Luck and im positive that this will work.

Take your bird to a vet. Birds need the absolute correct treatment. Because they are so small, you may easily harm/kill your bird if not treated/dosed correctly.

You should have a small dish of water in the cage so the bird can take a bath.
