Same as a bounty hunter. They locate individuals that have "skipped" out on their bond. There are several schools on the West Coast that I know of, to learn the tricks of the trade. You must be licensed and bonded. But every state has different guidelines regarding this profession.
(Warning: this in not a glamorous, or lucrative career for most!! It's like it seems on TV)
