What is better for the economy - give 100 mln to a public company, or give 100 mln to IRS and why?

If you give any amount to the IRS, congress will waste it this year and expect it to be available to waist again next year. A company will probably attempt to use the money to produce something others are willing to pay for thus earning a profit. If you actually have 100 Million available, why not start your our business?

I would be rather giving the $100 mln to a public company to create more jobs nowadays than giving the money to the government and wasting it on a pointless war.
