Personally - I like to give pretty candy dishes with some nice candy in them, or an inexpensive cookie jar (like the $8.00 ones at Dollar General - snowmen, santas, etc.) filled with some cookies. Those are really welcome gifts at this time of year.
If that is a little too high - you can never go wrong with a nicely scented candle (probably go for vanilla or cinnamon) in a pretty candle holder or one of those ones in a pretty lidded jar (you can usually find those for about $5.00 at Dollar General.
If that is too high - go to a nice bakery - buy a dozen cookies - make sure they put them in one of their bakery boxes and then just at a bow.
OR - even lower - you can buy a pound of peanut brittle at Dollar General, Dollar Tree, Family dollar, Walmart (for about a dollar). Buy one of the pretty tins there - take the peanut brittle out of the box (they are usually wrapped in pretty silver foil) and place in the tin - there a $2.00 gift that is really welcome at this time of year when everyone is entertaining.

How much are you willing to spend?
Do you know their tastes?
Gift baskets are always nice: you can do a coffee and tea basket,
a chocolate basket, a movie basket, the sky is the limit!
Do they like wine? You can get a decent bottle of red or white wine for $10-$15. Don't go to the grocery store- go to a wine store. Ask the owner to help you. He/she can show you some nice wines from wineries all over the world in your price range. Then, you can wrap up the bottle, or put it in a basket with cheese and crackers.

you can REALLY cute, inexpensive ones at cracker barrel.

gourmet coffee and a cute mug
a winter scarf or gloves. they have cute, and inexpensive, ones at Target

a candle

a poinsettia is always a nice gift.

stationary. i love the memo pads that stick to the fridge. so handy.

monogrammed napkins. these are nice to put in a basket in the bathroom. or to use at dinner. you can get them very cheap too at Target. they are in the card aisle.

Spend an afternoon making christmas goodies and cookies, make a tin for each relatives with samples of each form of goodie you made. Make a minimum of one particularly particular recipe, and comprise the recipe including your present tin. One year, I found some knitted gloves in a rainbow of cheerful colors. I bought four each for my sisters, in colors I knew each would like.
Knitted gloves are super nice gifts, as they are useful, and kinda cute!

Homebaked gingerbread cookies. Not too expensive, but special because many ppl are too busy to bake cookies at home.

Bake them something... get a really good recipe and wow them...put it in a very pretty tin..a round holiday one with tissue paper and stuff ....
