It's both.

Anything that requires you to put yourself in motion can be considered exercise.

Now, if one simple never pedals, and uses it to coast down hills exclusively, perhaps it's an activity.

Riding can be a serious sport. I ride in a lot of hardcore mountain bike, and dirt jump races, so to me, and everyone who races, it's a sport. The Tour De France, is the biggest cycling event of the year, and it's a hardcore sport to all the street riders.
Biking is exercise. It is a GREAT form of it, too. It's activity, yes, but it's so much more, too.

If you are going to start biking, it's great. You should really get into it... You'll have a lot of fun, I promise.

For me it is a religion, an obsession, and a sickness. Is spending $1000 on a bike too much? How about $3500? Two bikes? Three?

Is a 50 mile ride too far to go every day, just for fun? 4000' of climbing? Riding in sub freezing temperatures or at 114 degrees?

How far down the rabbit hole do you want to go? Cycling is whatever you want it to be.

It depends on why you are doing it,
It can also be a sport, like the Tour de France
It can also be transportation, like going to work.
It is an activity, if you bike with a friend in the park.
It is exercise, if you are trying to get in better shape.
It is protest, if you are boycotting the auto industry.

I believe you burn about as many calories a jogging, but get a lot farther.

Yes, it is considered an exercise while sitting, but all exercises are considered an activity also.

It is certainly both. Even if you just dilly-dally around town or on the trail in your 'activity', you are exercising. I love how I can get out and see things (activity) while still pumping the lungs/cardio/everything else on my bike.

It most definitely is exercise, it will get your heart rate up, work most of your lower body and some of your upper body. Try it you will find it is enjoyable as both. I prefer it to running or jogging as it is easier on your joints.

activities are generally exercises. unless they're a craft. so riding a bicycle would be both.
