I might be getting this confused, but a Baha'i woman once told me that the Baha'i believe God is always sending messengers to earth in human form: Mohammed, Buddha, Christ... My question is, are these messengers all believed to be God incarnate, or just people spreading God's message?

We do not believe They are God Incarnate, as you cannot contain the infinite in a finite human being. We do believe that They are above us in station. For example, if you see God as the Sun and each of us as a mirror reflecting His Light, then They (the Messengers) are perfect mirrors (unlike those of us with various dents, dings and dust...). I'm traveling right now, but when I get home I'll look for more information for you.

From what I've read (just a bit) they see it as God giving the word to people like messengers. I keep meaning to read deeper, it seems like an interesting faith.
