Spain ruled the Phillipines for a very long time, that's why they have some words from teh spanish lexik. However, spanish was never the predominant language there, and when Spain lost control of the islands and the USA took over, spanish steadily lost ground to english in the country.
So I guess they are just used to name themselves with spanish names (because their fathers and grandfathers had spanish names).

they never had speak Spanish
there main language is Tagalog
but some that are part Spanish speak Spanish
