I have heard that saying, but I understood it to mean in a large city. However, my own experience is this: my fiance' and I have lived or followed each other our whole lives. He went to High School in the same very small town, Limestone, Maine where I was born. We both lived in Phoenix at the same time, we lived in the same part of California, we've both lived in the same town in New Mexico for a number of years, he use to use the same bank on Saturdays where I worked, and we ended up working for the same bank several years later where we became friends. After five years of friendship we became more and now we're getting married. So it more than possible that I've seen him many times throughout my life and not known he would be my spouse!

I would hope that you would have seen him or her a lot more than six times before you decided to get hitched, at least that's my opinion.
