It probably is available for purchase, and I would try office supply stores like officemax or office depot.
However, there are great free programs out there that zip and unzip files just as well. I recommend TugZip.
It is free, easy to use, and opens and creates most file formats:

You can purchase it directly from www.winzip.com but I am pretty sure I have see the box version at large software retailers.
