The weight of a car on completely flat tyres, even if it's not driven anywhere, can damage the structure of the tyre. As such, this kind of nonsense can be angled as criminal damage.
The police may not take it that seriously, but likewise may not be overly sympathetic when you receive a good kicking.

It is an offence of course. (Technically, those people who stuff advertising under your wipers are committing the same offence, interfering with someones car).
If the car was then used on the road (it could happen) and had an accident, the boys in blue would not be pleased, and rightly so.
Also, what would happen if that person had to use the car urgently and some clever dick had let his tyres down.
Infantile and stupid behaviour.

Even though, it seems like a prank
It has made the car owners , car, un-drivable,
Stranding the owner and his family
The weight of the car, would damage the wheel rims.
causing expensive, replacement
or if the car is driven ,with under inflated tires ,
It could cause an accident .
Please do not deflate peoples tires
at best you can get a black eye , !!
Seriously , you may also, get a criminal record

If the owner doesn't notice before they set off driving and end up having an accident, then I would say very seriously. Tut tut.
Try sticking a potato in the exhaust pipe, instead.

Oh dear you obviously didnt like them or they upset you. Depending where you are they may/not take it seriously, it is a criminal offence as its criminal damage to another persons property.
