The euro was introduced to world financial markets as an accounting currency in 1999 and launched as physical coins and banknotes in 2002. All EU member states are eligible to join if they comply with certain monetary requirements, and eventual use of the euro is mandatory for all new EU members.

The euro is managed and administered by the Frankfurt-based European Central Bank (ECB) and the European System of Central Banks (ESCB) (composed of the central banks of its member states). As an independent central bank, the ECB has sole authority to set monetary policy. The ESCB participates in the printing, minting and distribution of notes and coins in all member states, and the operation of the Eurozone payment systems.

maastricht treaty ratified 1992 agreed the terms for introduction of common european currency. originally known as ecu, european currency unit, later became euro. was launched in 1999, and the exchange rate for countries adopting the euro was set then but it was only introduced as actual currency in 2002. as far as i know, most countries had a transitional period (in ireland it was from 1st jan to mid feb) where people could pay either old currency or euro but were given change in euro. all countries using euro have a national symbol or image of monarch on tail side of coin. some vary these designs on the different value coins.

According to the Europa website, it was made official on January 1, 1999 in 11 nations and has slowly been expanding in the European Union. It includes both notes and coins. At one point, it was worth less than the dollar in the conversion rate but is worth more I think at this point. I have included some other links on it.
