Dude, you should make her an iMemoryBook. All you got to do is get some photos of the two of you write down a couple of fun memories and then print it into a memory book.
Trust me, she will melt.

Get her one of those humorous cards with a dog or a cat one it, and put a $20.00 dollar bill inside it, with a small sticky note attached to it saying, "You *did* say that your favorite color is green..."
Either that, or just a nice dinner somewhere, and maybe sing her a pretty song like 'Greensleeves' or 'Edelweiss'.
Or maybe a framed picture of The Kids In The Hall, with all the boys in drag?
edited to add book suggestions:
'Anthem' by Ayn Rand
'The Third Life of Grange Copeland' by Alice Walker
'The Screwtape Letters' by C.S. Lewis
'Wicked:the Life and Times of the Wicked Witch of the West' by Gregory Maguire

How about a subscription for her favorite magazine? (it's the gift that gives all year long). Or, perhaps the good, old fashioned, but still reliable box of chocolates (Werther's originals are great) and a bouquet of roses. The key is.. think hard about what she likes to do....does she play sports, is she into fashion, does she love animals (in which case, you could do something really original, like adopting a whale, cheetah, etc. for one year, PLUS the money goes to a good cause)....girls aren't that hard to buy for, if you know how to really "read" her...do something different and interesting she'll remember for years to come.
I've included links to where you can adopt animals

fist of all dont get her something like excersize things ie: weights a video anything like that. these gifts are just going to make her think that you think shes fat. It depends on your money situation. Try perfume, maybe some bath stuff or lotion, a gift cirtificate to a store she likes, there are alot of things you can do. take her to a nice resturant and then a movie. good luck im sure whatever you get she will love

Here is a gift idea that is not on your "no" list. I remember being 16 as long ago as it was and even then I liked to smell nice. I have a neice that is now that age and her favorite place for me to take her for gift buying to give to her is Bath and Body works and purchasing her some very nice smelling lotion and body wash. Its also one of my favorite stores. And if you hurry they have buy one get one free on body butter.
And to all of you idiots telling a 16yr old to have sex grow your asses up. People ***** about children having babies and having sex to soon yet you ignorant fools are sitting on here tellin a 16yr old boy to have sex with his gf.

You say No Teddies but what about a Sheep or a Monkey from the Bear Factory. You record a loving message to your girlfriend which they put into the soft toy and she can listen to it when you're not there with her.
My Bear Factory bear is the best present I ever had.

Get a small basket, put in a book or DVD that she's been wanting, a cute stuffed animal, some of her favorite candies, chocolates, or cookies, and then include a card.

Does she like candles, body lotion, perfume, bubble bath or maybe a nice photo frame? Does she like to work out? How about an exercise bike or some weights?

How about a gift voucher for say, Debenhams or New Look etc? That way she can pick what she wants and you can decide on a budget!

Why rules??? As a gf myself, I would love something to wear from him that would remind me of him.... It doesn't have to cost a thousand dollars to be special... many stores have jewelery under $20 that is very pretty. I'm sure she would love something like that.
