Depending upon which side you are on, it can be either...
Certainly, for America, terrorism appears to be action - as we have not dealt with it until recently, thanks to your people and their radical beleifs. However, your people see it as a reaction to the way the West lives their lives. So, we are both right in that respect...
Problem is, we are both WRONG because neither of us can see that terrorism is only a means to an end, and that this is not a war on terrorism or a war on evil - it is a war on religion, initiated by the first salvo being fired by your side in 9/11. Or, our sinning in your eyes prior to that.
Either way, if morons would abandon their stupid religious beleifs, we wouldnt be having this discussion.

Reaction. There would be no one ticked off enough to be a terrorist if someone hadn't done something crappy to them to begin with.
But then again, you could say that initiating action was terrorism. In that case, I guess terrorism is a reaction to greed or a mistaken belief you are doing the "right thing."
So I think it can be both.

Terrorism is generally a reaction - to poverty, lack of power... or feelings of lack of power...
In the past it was often referred to guerrilla warfare... the weak and impoverished fighting against the agents of oppression.
But in modern society it seems much more driven by deranged individuals supported by wealthy backers. And the root cause seems to be some form of fanaticism based on poor interpretation of religious texts...
Very frightening... but in the long term hopefully irrelevant.

All throughout history there have been terrorist acts carried out solely as a reaction to some law or injustice. What we see today from the Muslim community is pure terrorist action without cause.
