in most text books before or after the chapter there is an outline of the key concepts..

Key concepts. Think of those two words. "key" usually means "important" or something you should pay attention to. Example "my key point is..." means "the main point I have is...."
Concepts are just that. Ideas.
So put the two together and get IMPORTANT IDEAS.
What, in that chapter, do you think the main 'thing' they were saying was? Was it a statement about love? Anger? Biology? Cell Structure? What was this chapter trying to tell you? If you had to pick 5 of the most important things this chapter is telling you, thats your key concepts.

For example, you read a 20 page chapter with thousands of words, but the "key concepts" are the main events.....what is happening, how did it happen and what was the result....these could be three key concepts.

The key concepts are the main ideas of the chapter, that's all. Check the end of the chapter...a section titled "key concepts" or "chapter summary" for hints as to what the key concepts for that chapter are.

it means the things that are important. like if you read a book about a President, the most important thing would not likely be that he only had seven toes......but probably would be some of his accomplishments as president.
