Isaiah did, he was a man with unclean lips until the Lord touched his lips with the coals from the altar.When God asked who would go, and who He could send, Isaiah was ready to go. God told him to go "...and tell this people,.." Isaiah 6:9a,again in Acts 4:29 after the Apostles were threatened not to speak in the name of Jesus,they prayed for God to grant them the ability to speak His word boldly. Jude verse 20b talks about "praying in the Holy Ghost"

I don't speak for God, but I speak to God and he speaks to me through his word (the bible).

The Holy Spirit does give the gift of prophesying. I do not have this gift but, some do and in that case, yes they do speak for God.

God can speak through you...but you cannot tell God what to do. God uses many to speak through....and the Bible, His holy word is the best place to hear what God has to say!

Yes, the bible is the word of God. As John says in the beginning was the word and word was with God and the word was God.
As long as you speak from the bible this is the case, however if you speak on your own accord then No.

no , no one can the pathetic organised relgions of the world have destroyed mans connection with his farther , fed us all sugar coated liars manipulated our fears and taken advantage of our weak minds, You better all hope whatever created us isn't as petty as us humans because its going to be holding one hell of a grudge against everyone of us if it is,
those who committ violence in GOD name are not even worthy to breathe the air which he has given us , those who destroy others abilility to know their true selves are not worthy to tread the soil that he has given us those who judge their fellow man will face the true judge and will pay dearly for their blasphemous nature as only GOD has the right to judge man

In the scriptures that I have re-cited over and over again. Like....
John 3:16
For God so loved the world, He gave his only begotten Son. And Whosoever Believe in him will have ever lasting life.
