Dogs do very little communication with their voices. They are creatures of bdy language and communicate with posture and gesture. So any bark would be interpreted as a bark, regardless of any dialect, which I suppose they might have. It should understand the other dogs regardless of language, which is just something we inflict on the poor creatures. Try spending a few minutes a day playing with your dog, and do not use your voice at all. Use your body, your facial expression, and your eyes. You will be amazed at how well you can communicate without speech. Try blinking at you dog from a sidewards glance, yawning, or licking your lips. Your dog might do it back! Have you ever noticed if you have a wet dog that shakes, all the surrounding dry dogs shake too?

My dog, which is an Italian one, goes "Bau! Bau! Grrrrrr!", an English dog goes "Woof! Woff!". The accent is really different!
To be serious, your idea is interesting! I think dogs can understand at each other reguardless their owner's language: if your dog come in Italy, I think it will communicate with my Italian dog...for they haven't a language as we mean. Anyway it should be interesting to take abroad a dog and try noticing any of its problems to communicate with other dogs! I think only the owner of the dog which would have been taken abroad could notice some difference.... I'm sorry if my English is not good: I am better to ... bark in Italian :-)

We tend to think of dog training as a series of steps for teaching particular behaviors. To teach a dog to stay in a particular position, you reward her as she remains in place for gradually longer times, at gradually greater distances, with gradually increasing degrees of distraction. Now, this is fine, training does involve teaching dogs specific behaviors with a step-by-step approach. This week, though, I’m going to discuss three mental habits that will not only enable you train more effectively but also make life pleasant for both you and your dog.

I know your asking this question as fun but yes they would understand any human or animal, purely because they sense emotion than have a language as such, try it when your really upset or down who's the first to notice? Not the parents or the partner anyways!!

Its a great question and one I've often wondered myself.. do animals have different dialects and stuff.. but who could possibly know!. We only really understand animals through body language and not their vocal (apart from sounds that are identified, yelp, whine etc).
