Girls are usually confident and well spoken enough to make the first move but they don't just because they feel like it's our "job". Think about it, once a relationship starts, no matter how it started, all that truly matters is how the fellow conducts himself once it is official. Just because he was wasn't the initiator doesn't mean that he will be selfish or passive once the relationship starts. He could very well take the lead role once he knows for sure that his partner has feelings for him, he might just be too "polite" to make the move. The start of it is only 1%, the other 99% is what REALLY matters!

Sometimes, yes, we're a bit thick that way.

To me it's because some women like to play games so often, guys get gunshy about things like this. If you drop hints about what you want, or what you think, for example, you'll only confuse half the male population. Try being straightforward and earnest and honest, and see if that doesn't work for you.

Unfortunately not all men are 'players' or superconfident or whatever and; especially when teenagers / early twenties, we don't even see it when it's right in front of us. So yes sometimes it would save a lot of angst if you did spell it out.

short answer men as a rule need you te tell us with words whats on your mind (ladies) as a rule guys are terrible at reading body language and picking up subtle signals the ladies send out.
however there are exceptions to the rule and some guys can tune in, but they are the rare ones.

Men are DENSE. So even if you're dropping hints like crazy, it may not be enough...

So i would say the best way to tell a guy you're interested is to be straight forward and just tell him.

sometimes i think they really don't get it,other times I think they play on the fact that they know that you like them.I mean,short of taking off your clothes and dancing about with your knickers on your head,i dint know what their problem is.!!surly saying to a guy'you have great eyes,****,your hot,etc would do the trick?wouldn't it???
