I have a projector with DVI input but it is not HDCP compliant. If the signal is copy protected, will I be unable to view it at 720p? Can I use RGB input? How much does this degrade? Is there some other workaround? I have 1024 by 768 native resolution

If you have a non-HDCP compliant projector, then you will never be able to view digital HDCP content. Typically, you will get an error message being sent from the video device that will tell you have a non-compliant display device.

Therefore, you will need to view your video content to the next best thing, which is analog VGA or component. The image will not be as crisp and bright, but will still present a great picture. The differences are marginal and will not be as drastic as dropping down to composite or s-video.
