Almost a year ago after hurricane Katrina sent the gas prices soaring, the Taxi Limo Comm wanted to impose a surcharge for fuel, which they promised to revoke it back as soon as the prices go down. It was promised that the surcharge isn't going to be permanent. Did they impose it and if so, did they revoke it back eventually? Was the promise kept?

Question No 2. There's another surcharge being imposed now for slow and stopped traffic. Is this justified?

I think the problem with the slow/stopped traffic surcharge is that it doesn't really give the drivers any incentive to get you where you are going in a timely manner. Any extra they could make with a good tip - they can make more than that with the surchage.

Some sample fares recently showed a 20% increase in fares with the new rate!

It seems that cabs have gotten way too expensive in a short time frame. There is no improvements in service, no increase in safety regulations, no requirements for drivers to know where they are going or even be polite when you instruct them...it is just more money in their pockets for gas!

I would be happy to pay more for NYC cab drivers to have to go through the same rigorous testing as the drivers in London!
