It's true you don't want to raise a couch potato - but an hour or less is unrealistic.
In my youth there were about two hours' childrens programming, plus a quiz or two in the evening that I watched. Call it three hours - I can say from experience that that's healthy.
Bedtime of course is an issue here - I didn't have my own tv at that age (nobody did), and I know for a fact I was being put to bed at 9 pm (which continued until about middle-school age)

You don't want to raise a couch potato or have a child that would rather watch than do. I would say just use your own common sense. There are many good learning programs geared toward that age group. I would stay away from letting him or her sit in front of tv for more than 1 half hour show at a time. My kids did 1/2 hour in the morning and then 1 hour at night. Between that we had planned activities.

in a 10 hour day, i think at most an hour - split into two 30 min gaps, one when they come home from school and another before the kid gets ready for bed.

Haha. My daughter goes to daycare and school for 10 hrs out of her day (except weekends). The rest of the time, at home, she's usually watching movies. Keeps her out of my hair.

he shouldn't watch any tv. put a game in his hands (a game which would develope an artistic part in him) and let him get busy with it. tv is no good
