If moving the stick back and forward makes no difference, TURN the light switch on - no joking, if you leave it in the OFF posisiotn the lights come on but are not able to be switched to main beam!

Pull back on the turn signal lever to turn them on, then pull back on the lever again to turn them off.

go back to school and learn to read and spell :D
and then maybe possibly you could find out in the owners manual instructions how to do something as simple ans turn on the headlamps... for real..
