My own downloads start at about 300 kbps and drop to about 23 kbps after a few moments...I've always wondered why this happens...

The 300 kbps rate is not the real rate. Rather, it is the cumulative rate that appears due to the time that you spend in browsing to the folder where you want to save the file. The download starts as soon as you click the link, while the time counter starts only after the download window appears.

After a while, ofcourse, the speed averages out to its actual value, as earlier data is discarded.

Don't forget your screensaver is running in the background. Did you close all open programs before downloading to free up memory and computer usage?
