That depends on your state's laws. In some states they can drive alone immediatley, in others, they have graduated licensing, where they need an adult in the car or can only drive during certain hours for a set period (like 6 months or something).

In California, as soon as you pass the driving part of the test you are free to drive by yourself, assuming you're insured.
