Why Annan is not taking real actions but only complaining? If UN cannot stop the war from happening, nor can it help fix it, why it needs to exist?

UN peace force should replace the American troops in Iraq. This will give Iraqis more confidence that the entire world is trying to help them out, not just US, who may have an obvious hidden agenda.

If the world agrees with US that Saddam should be ousted, then every country should pitch in; if they don't agree, they need to oust US and take over the reestablishment.

The damage created by US has determined that it will never win respect in middle East, there will only be hatred in the next centry.

So the best strategy is to hand it over - this is what the study group should advise our clueless president.

The UN was created 'a toy to keep the child busy'. Why do some countries have the "VETO"? What is the point in having a council, where all nations can be equal in posting an opinion at least, yet they can't if it does not suit the Super Powers? So, bottom line, UN is a sham or a joke. If the tree is a sham, then branches are less effective.
I also want to know: is Bush keeping the troops (losing so many lives - as if he cares) just to get more oil? I think this can be the only reason. If there is nothing for him in it, he would've backed out a long time ago.

The UN has let the Iraqi people down do many times that they have zero credibility.

Look at their history:
The corruption in the 'oil for food' program that starved the Iraqi people while UN bureaucrats got rich.
The UN's virtual abandonment of the Iraqi people after the invasion.

Now look at the UN's history of peace enforcement operations - just about every on was a bloody failure.

Maybe your 'study group' needs to learn some history?

There's no significant UN peace force, except what's provided by Uncle Sugar.
