Kailua-Kona is on the dry side of the Big Island so it doesn't rain a lot on that side anyway - I went to the big Island in November of last year and had a great time, although I was too early to see the whales - you should be great timing for them though. I would highly reccomend getting the book, "Hawaii, the Big ISland Revealed" by Andrew Doughty and Harriett Friedman - it has great advice on everything from where to eat and stay and what to see and do. Hawaii is a little odd--- there really isn't a dry season or a wet one. You can have two weeks rain or a drought any time of the year.
But Kailua-Kona is on the dry side of the island, so obviously there is less rain. Often, though, if one side is raining the other side will be dry--- so an hour's drive gives you a totally different experience.
December is great--- but more expensive than other times of the year. Just like Florida, there is a "high season" and a "low season". Fares, cars, and accommodations will all be much higher in December than in March, for instance.
Be sure you travel around the island and see the sights on the rainy side, too. Kona has the great beaches, but a lot of the land is just bleak lava fields. Hilo-side and Hamakua have beautiful forests, and waterfalls and black sand beaches and thermally heated hot ponds. Very nice--- but yes, LOTS of rain!

Even if it rains, it still is above 70.

You are most sensible to go there in the winter. The summer is very hot here, and, the winters are pretty good.
