Well, I've never found a flea when I was climbing in the mountains, but then again, I never looked for any, either.
Fleas require a warm-blooded host to live. If you're high enough that there are no mammals, then there can't be fleas. the only other restriction might be temperature -- at extreme altitudes, it is very cold. Otherwise, I can't think of any reason why fleas couldn't live at high altitudes.

Per College of Veterinary Medicine:
"Fleas enjoy temperatures in the seventies and like 70 to 80 percent humidity. They do not do well at high altitudes. In most areas these restrictions make flea allergy a seasonal problem, rearing up in the spring and summer. Animals residing in southern states may have fleas and the resulting allergic reaction year round."

Not true, Super-Dog gave them to Lois Lane, who sexually transmitted them to Super-Man. OK, fleas are parasitic, living by hematophagy off the blood of mammals and birds. They are cold intolerant and aerobic, so high altitude isn’t their thing, but any altitude that a mammal can ascend to and live, so can a flea.
