Depends on the relationship...maybe he's a good friend that you've known forever. So he's just coming up to you and saying hey. So....you just put your arm around his waist and squeeze him and say "Hey!" Just friends, right??
But....if it's a relationship type issue, maybe he wants to talk to you...in private. If you're going out, he probably wants a hug, a quick peck on the cheek, or something....but, if it's sexual...he wants some action. =]

just look at him and smile obvious it is a simple friendly gesture or if you are comfortable put your arm around his waist in a "little half hug" type way.

It depends on how close a friendship you have with him. You can pick up from someones touch what they intentions are. I personally do not like guys touching me unless we are involved
