Beer and Malt beverages and champagnes are carbonated. I think what the other guy is trying to explain is that yeast can only ferment to a little over 20% ABV. In the process of making carbonated beverages after the first fermentation the product is carbonated, where alcohol (or "wash" as it is called) is distilled to get the higher Alcohol content. As for carbonating 35% + could be done through force injecting CO2, but because they contain less water they would not absorb to much CO2, it is just not traditional.

Beer, wine, and Champaign. Finding a carbonate alcohol with 35% will be tough though. You usually can't get that high during the fermination process with carbonated alcohols.
