In a four-way intersection with no traffic lights, who has the right of way?

Whoever gets to the intersection first is how it's usually worked out. If more than one vehicle arrives at the same time, the vehicle on the right has the right-of-way.

It's important to know that you can't _take_ the right-of-way, you can only _give it away_. In other words, if you are on the right and arrive at the same time as another car, it is still your responsibility to look at the driver to the left to see if they are going to give you the right-of-way. If you are the driver on the left, stop and look at the driver on your right to let them know you are yielding (giving the right of way). If you both proceed into the intersection at the same time, you will both be at fault legally, at least in the State of Georgia. I expect that law is the same in most states.

Follow the stop signs. If it's a four way stop, basically the first to arrive at the intersection and stop has the right of way. If two arrive at the intersection at the same time, the one on the right has the right of way.

Use common logic and knowledge and always indicate, with your turn signals, what your intentions are.

Pedestrians always have the right of way.

It seems that we generally just go on the first come first serve basis. Or even if one guy wasn't there first, they might make a right turn before it is their turn etc. But I believe the law states thatthe first person has the right of way and then the person to the right of that person, then the right of the following persone and so on. At least that is what it says in the driver education manual for the state of Gerogia. Check your local DMV website and read it in the online version of your booklet.
I'm assuming you just want to settle a bet or something here.

Usually its whomever came to the stop first, technically the vehicle on the right has the next turn. That doesn't really answer the question when there are 4 vehicles there.though. I always go by the maxim that he or she that hesitates sits there a little longer. I have been known to let a pretty girl go ahead of me though.

I assume there are stop signs at this intersection. If everyone arrives at the same exact time, generally one person will go and the remaining people go begining at the right of the driver that went last.

Otherwise, it is done by who got there first.

If one vehicle is turning across oncoming traffic, it must yield to traffic going straight.

If everyone arrives at the same time, it's usually the person to the right.But most people have no clue at a stop sign so it's usually whoever decides to dart out first.
