If you are talking about either IE or Firefox, it could be because the site you are viewing has set a size for the window. Some sites do that when you click for more info, it will pop up a small window. I don't know why they do it, but there is nothing you can do about it. But it should only effect that specific site.

I'm assuming you clicked View, then Full Screen?

Have you tried the shortcut Alt+V? If it works, and you want to return to a normal window, press Alt+V again -- it is a toggle.
