I stopped because i don't even know if this lady saw me, she was in this full size van(i'm in a car) and she was talking on the phone.

Well, I would say whoever starts first should be the one to go ahead with it. But if there is a doubt, like you say, about the other driver having seen you, then I would wait. When people are distracted, what is right and what is safe are two different things.

Just let her go. It's not worth the grief. What's a few extra seconds of your life? Honk your horn though, she might think twice next time. Just don't get into a confrontation. It's not worth it. Be the better person.

A situation like this is more about defensive driving than etiquette. In any situation while driving it is always safer to yield to other drivers.
