In using your putter to tap down spike marks you would 1. Be improving the line of your putt and 2. be seen to be testing the greens.
You are allowed to repair pitch marks as these cause damage to the greens if not repaired quickly - I assume cricketers can do this for the same reason - but I'm not really up on the rules of cricket.
You can also remove any debris that may be lying between the ball and the hole but you cannot brush this away with your putter you can only do this with your hand or a towel.

A golfer can not tap down the line of his putt because it is improving his line. USGA rule book, declares that a player can not tap down spike marks or other marks on the green besides divots. I have no idea baout cricket, sorry.

i dont know how the rules are of cricket but i do know the rules of golf, a golfer cant tap down his line because its improving, cant touch the line of putt.

Because the rules prohibit this: the line of the putt may not be touched except, when repairing "pitch marks", the "plugs" of previous holes or removing "loose impediments" in the specified manner.
