If you are looking for a freeware solution, I posted this answer in a similar question:

The only professional grade one that I can think of Hydrogen, but it is for Linux.

If you are determined, you can use the Agnula Live CD to use it:

Other than that, you might just get a MIDI Sequencer and go to town, though all of your drumbeats will be MIDI sound unless you throw it through something like soundfonts. (Which you could do. Search around for sf2 files if you go this route. If you don't have a soundblaster card, you can use SynthFont, which emulates sf2 files on any card, and has some pretty advanced audio rendering possibilities(freeware)
