Dressing gown. Towel on head.
if you're really into it get a stick that he can hold and a sheep (probably a toy one will be the best)

Tunic: An old large towel can work well as the tunic for his main body. cut hole for head and tie round waist with dressing gown belt.

Head: Use (as suggested by most people already) a tea-towel for his head covering - try tying knots in the corners to get the right size, or make a head band from card to help it stay in place.

Crook: Use a bamboo stick, walking stick, plastic cricket stump etc covered in foil and shape the top of the crook over - it works best to cut out this from stiff cardboard.

Lamb: He definitely needs to carry a lamb or sheep under his arm - try charity shops if you've not got one - or ask around - someone will have something.

Feet: Bear (as in naked not as in grizzly) feet

Hope you can imagine the sort of thing i'm trying to describe.
Have fun

Pop down to woolworths and buy one about 15 quid job done! Or if you dont like cheating get a teatowel with a pair of ladies tan tights to tie it on add an oversize mans shirt/tshirt in a neutral colour and abracadabra you have a shepherd! GOOD LUCK!

Buy one from Woolworths! I hate sewing and was relieved when Woolies began selling the whole nativity scene. Mary, Joseph, Kings, Shepherds all matching! Nice one, Woolies! One less thing for stressed out mums to worry about! Cheap too! LOL

A teatowel around the head with some string always works.

For the costume try and find some of his old clothes and use string for a belt.

an old checked tea towel over his head tied on with tinsel
an old bed sheet / tablecloth with holes cut out for arms and head
a pair of plain trousers and bare feet.
toy sheep and a broom stick handle made into a shepherds stick.
if you feel really fancy you could use an old empty perfume bottle for the gift of frankinsence/murr/gold.
