Credit reference agencies do not blacklist you. They merely record the details of your credit transactions as reported to them.
If you are being rejected for credit then first check your credit file. Get a copy from Equifax and Experian. There is a third but I can't remember the name at the moment. Buy the paper version which costs £2 and make sure it is correct.
Assuming there are no mistakes then you are being refused credit because your history shows that you are a high risk. Each lender has their own criteria but they are coming to the conclusion that you may not repay any money they lend you.
Are you in debt? Can you comfortably manage the repayments on any borrowings you have? If not, then how will you afford the repayments on even more debt?
I can't recommend anything as you have given too little information in the question. Oh, and sorry if I've got the wrong end of the stick but I only had your question to go on.

there is no such thing as a blacklist. you merely have a credit history that lenders look at and make decisions as to whether to risk giving you the money. they all make their own decisions, and while they will all make similar ones they are actually different.
if you have a poor credit history then you need to rebuild it. Take out a guarenteed credit card (the kind where you pay a deposit up front) and make sure you use it and pay it off without fail every month. After about 9 months of this you should have a decenbt enough record to prove your credit worthyness for something a little bit bigger. again DO NOT MISS a payment. eventually you will have repaired your credit history.
no quick fix im afraid

I agree with one of the answers given previously - if you are blacklisted and it's valid you probably shouldn't think about borrowing more money.
If you are desperate and a homeowner Swift are your best of the high street lenders that accept bad credit history.
If you are looking for a Credit Card, Aqua are probably your best bet of the high street lenders.
I would avoid others like Welcome as the rates are very high and you'll get yourself into trouble.
If you have debt problems I recommend you go to the Citizen Advice Bureau as they can really help.

If you are black listed and it is justified then your best bet is to not even think of borrowing more money. If it is not justified ask the organisation that is black listing you to tell you why. You may have to pay £5.00 for this but it could be worth it.

Try a capital one credit card which they give to almost anyone.. black listed or not.. but they will start you off on a low credit amount of about £200 I'm afraid..
