what is happening is there and butterfly that was endangered that they stepped on while removing a wetland to create another community?

"The Mitchell's satyr is restricted to rare wetlands called fens which are low nutrient systems that receive carbonate-rich ground water from seeps and springs. The greatest threat to the Mitchell's satyr is habitat destruction. Most of the wetland habitat that this butterfly depends on for survival has been drained and filled to make way for urban and agricultural development. Also, invasion from exotic weeds threaten the fens on which the butterflies depend."

Of course, butterflies are only the beginning and this is only one of several endangered due to wetlands loss.

Wetlands provide water a place to accumulate and to naturally filter. Not to mention the wildlife that is impacted when they fill it in. With the wetlands filled in more homes would be destroyed due to flooding because the water from storms would have no place to go. Not that you give a ducks butt.
