The site you added has nothing to do with birds, but in case it was a mistake, my tiel rarely has his wings cut and would fly if needed like when it is time for him to go to bed, or I need to go somewhere. Other than that he climbs up and down the furniture, walks all over the floor and has a great time.

They are possibly better at jumping than walking and faster.

Because they can! They can cover more ground hopping than walking.

I don't know but seagulls walk i have seen them, and they move pretty fast when my dog chases them.
